FLAC Human Resource Officer

Job Description

The Human Resource Officer is responsible for the human resource function in FLAC, including service provision across core people practices and related administration.   

Main duties and responsibilities

  • Ensuring an efficient and effective employee life cycle, including recruitment and selection, on-boarding, up-to-date payroll information, employee records, performance management, time and attendance processes, contractual renewal, and leaver administration. Support others as needed, such as volunteers and interns.
  • Contribute to the development, implementation and communication of Human Resource policies and procedures, ensuring consistency, compliance with employment law, regulations and best practice, and in line with the ethos and strategy of FLAC.
  • Provide guidance, research and support to the CE on a range of people-related matters such as pending employment legislation, management of flexible working arrangements, salaries, management of grievance and disciplinary processes, and similar matters.
  • In partnership with the CE and other managers, produce a yearly training needs analysis and plan, addressing skills gaps and future development needs in line with FLAC strategy. Source and review training providers to ensure high quality training and best value. Support discussions with employees on career progression and innovative learning opportunities.
  • Provide advice and guidance on employee relations issues, facilitate conflict resolution, and actively engage with staff and managers on an on-going informal basis. Lead on well-being programmes, ensuring they are appropriate to the organisation’s needs and within agreed budget. Ensure the organisation’s values are upheld, including in relation to accountability, equality, diversity, inclusion, and safeguarding.
  • Support organisational strategy through change management and the people impact of transformation. Monitor employee morale and organisational culture.
  • Provide Human Resources reporting requirements in a timely manner and track information and communication technology advances for useful application.
  • Maintain up-to-date knowledge of relevant law, codes of practice, and developments in best practice. Ensure a strong network of connection with other Human Resource professionals.
  • Other relevant duties which will arise from time to time.

Requirements

  • At least 3 years’ experience in a busy human resource role.
  • Membership of the Chartered Institute of Personnel and Development (CIPD), or working towards it. A relevant primary degree is desirable.
  • Track record of problem-solving and delivery, and ability to manage multiple projects and deadlines, with attention to detail and requiring good time management.
  • Proven ability to be tactful and diplomatic, coupled with a capacity to influence without authority using good communication and negotiation.
  • Proven ability to work with colleagues and teams at all levels.
  • An interest in human rights.
  • A positive outlook embracing adaptability and change.

Terms and Conditions:

  • Fixed term appointment of 2 years.
  • Probation period: 6 months.
  • 2 days per week
    • (equivalent of 14 hours per week and can be split over a number of days).
  • Location: FLAC Office, 85/86 Dorset Street Upper, Dublin 1. Hybrid working will be facilitated.
  • Salary commensurate with experience – 7 % matched contribution to your pension.
  • Annual Leave – calculated pro-rated.

About the role

The Free Legal Advice Centres (FLAC) Council, is seeking to recruit a new Council member with finance experience, to join the Council in 2024. The candidate should currently hold or have previously held a role at a senior level in a finance related role such as an accountant or financial controller. Experience of the Charities Statement of Financial Practice (SORP) would be of benefit. The candidate should also have a very good understanding/knowledge of and interest in the charity sector and the Charities Regulatory Authority. 

There are currently eight members on FLAC Council with one due to retire in early 2024. Council has eight members (8), the successful candidate for this role will be invited to join a Board committee.

All members of FLAC Council are Directors of Free Legal Advice Centres, which is a company, limited by guarantee and have duties as a Director under Company Law.

Time Commitment

FLAC Council meets 8-10 times a year with three meetings in person per annum. Council meetings take place both online and in person in FLAC’s Head Office. The estimated time commitment of the Council member is 6-8 hours per month.  

Council members are expected to attend all meetings, although it is understood that there may be times where other events prevent attendance. Where appropriate, participation by conference call will be arranged.

The new board member would also be required to, provide supervision and support to the finance manager, in relation to; the finance report for council, SORP, the audit and investments and be a member of  audit and risk committee. The new board member preferably would be or have considerable experience as an accountant/financial controller

The initial term of office for FLAC Council members is 3 years, with an opportunity to serve a second 3-year term subject to Council approval.

  • Run a nationwide network of legal advice clinics where volunteer lawyers provide basic free legal advice.

  • Engage in research and advocates for policy and law reform in areas of law that most affect disadvantaged and marginalised people.
  • Operate a Pro Bono Referral Scheme through the Public Interest Law Alliance (PILA), and engage the legal community and civil society in using the law to advance social change.
  • Run a Roma and LGBTQI+ Legal Clinic.
  • Operate the Traveller Legal Service.
